If you have an AMD card you are going to have to download Radeon Pro, and just look for the V Sync options within it to activate Dynamic V Sync. If you have an Nvidia card you simply go to the Nvidia Control Panel and look for the V Sync tab on the 3d Settings and activate Adaptive V Sync. With the tweaker you can change multiple things and among them is the ability to deactivate V Sync, once you deactivate V Sync within the application you need to change your gpu’s setting to Adaptive or Dynamic v Sync.
